Rules Update: Smithing Updates was created by GJSchaller (GJSchaller)
The following changes have been made to the Smithing rules:

Drop the time for Superior items from x5 to x2.

Drop the time for Exulted items from x10 to x5.

Drop the time for Honing a weapon from 2/3 to 1/3 the forging time.

Drop the time for Tempering a weapon from 4/3 to 2/3 the forging time.

Drop the time for Balancing Armor from 1/3 AP to 1/5 AP.

Drop the lines "All armaments and items made with Enigmatic / Arcane Materials can be crafted to hold ritual enchantments."  This implies that you cannot cast basic sorcery on a normal steel weapon, even if it's not permanent.

Update to "Rank IV: Forge Exalted Weapon"
This ability allows the smith to produce a weapon of the highest quality. The smith must expend materials and four times the CP requisite to the weapon being produced. The process of forging the weapon requires a base time of five minutes for each unit of material to complete. The smith can work on the weapon over multiple sessions, but if the period has changed since the last time she worked on it, she must expend the full CP all over again.  When an exalted weapon is honed or tempered the effect lasts for the duration of the event (though the weapon can only benefit from one honing at a time).  An exalted weapon that later becomes ritually enchanted can still benefit from the effects of honing and tempering.

This ability allows the smith to produce a shield, or piece or suit of armor of the highest quality. The smith must expend materials and four times the CP requisite to the shield or armor being produced. The process of forging the armor requires a base time of five minutes for each unit of material to complete. The smith can work on the shield or armor over multiple sessions, but if the period has changed since the last time she worked on it, she must expend the full CP all over again.  When an exalted shield or piece or suit of armor is balanced, tempered or girded the effect lasts for the duration of the event (though armor can only benefit from one balancing at a time, and shields only from one girding at a time).  An exalted shield or piece or suit of armor that later becomes ritually enchanted can still benefit from the effects of balancing, tempering or girding.

The changes will be integrated into the Online Rulebook during the day Wednesday, and I will update the Smithing Cheat Sheet for the event.  (It will be updated again for the September even with the new CP costs, so I won't bother uploading the adjusted one - I'll have a bunch at the August event that will be correct for that event only.)

The main thrust of this update centers around Exalted weapons & armor.  By virtue of their existence, it was implied that any item that was going to be permanently enchanted needed to be Exalted in nature, but no rules existed for Exalted rings, amulets, boots, gloves, etc.  Rather than create a ton of new rules to cover the creation of a whole range of Exalted items, the restriction was dropped, and Exalted items reworked to be still useful.

So, just to clarify, we can now permanently enchant weapons that are not of exalted quality?

Additionally, we can cast rituals on weapons that are of normal construction?

Does this also apply to how magical weapons are treated when it comes to shatter weapon?  If a mithril weapon is turned to magical is it still treated as unbreakable?  If a normal weapon is enchanted, is it treated as unbreakable?

Rob, correct.

Paul, nothing in these rules changes how a ritual affects a weapon.  The materials used, and the specific spell or ritual that enchanted the weapon, will dictate if it is unbreakable or not (Not all rituals or spells make a weapon unbreakable).

From the Smith Promo:

"The abilities that the armament possesses must be determined between the player and the director, but each legendary work has one specific bonus and one unique ability, and can further be imbued with skills at a ratio of one build in value for every two Crafting Points permanently expended, to a maximum of 15 build."

That may need to be updated to reflect the new system.
