Rules Updates (Various Minor) for November 2013 was created by GJSchaller (GJSchaller)
The following rules have been updated:
The choice to start as a Commoner has been removed from the game. With the new starting Build level being 50 build, the concept is that PCs are not "common" - they are more than average, and the "starting as a commoner" concept no longer fits the game.
The ability to convert SP to Build prior to / at Character Creation is similarly dropped. SP can still be spent on Fates, and converted into build during the update process as normal, but the +2 Build at creation is too small an amount, given the new 50 Build starting point.
The Line of Sight trait has been updated as follows: "The ability may be delivered to a target that is visible to the user, without the need for a spell packet. The path to the target must be clear of physical obstructions, such that if a packet were thrown it could still hit the target. The range is noted in the description of the skill."

Does this mean those of us newbies who plan to NPC the first couple events before creating a PC are unable to convert the SP accrued into build until after character creation? I'm sort of confused by this statement.

This only applies to the +2 build from 200SP conversion at the moment that you first are writing a new character card. It does not apply to credit earned when NPC'ing etc..
