I am trying to find an efficient way to carry spell packets. A pouch on the shield doesn't seem viable, nor do just tossing a bunch in my pockets.
Does anyone have any suggestions?

When I made my clover sheild I made 1 spell packet pouch on the back that closes and one flat pouch on the back to hide things. The spell packet pouch is more of a box with little lid that's foiled and taped right so it closes. When I made it I said I was going to either get a snap to close it or velcro to help it stay shut, but I have yet to get around to doing that.

One way I found, if you have sleeves similar to my tunic, is by literally putting one or two up your sleeve...
Beyond that, I would have to say putting them in a regular pouch works. It sucks for quick retrieval (e.g., you need to incinerate that necromancer NOW), but, if you have some time to prepare, you can grab a few, and, if you are fighting spellcasters as well, use their own packets against them...

I made a project out of making a shoulder bag type case for my spell packets... find me before the game and ask me about it... I can show you how I made mine, and you can try to do it yourself for next event...^u^

There's a number of leatherworkers at the game who can make a good pouch for you - one that has a quick-release fastener, and can be slung or hung on your belt, as you see fit.
A few people have ammo pouches picked up at conventions from antiques dealers, meant to carry clips for automatic guns. They are made of leather, durable, and have the same principle in mind (easy access to firepower in a battle), so they are perfect for the job. They even look in-game!

I have for sale a number of the inexpensive black leather pouches that I use for spell packets. They are $12ea and I have plenty. It is easy to open and very basic.

What you can also do is wear a sash around your waist. If it's a wide enough sash, you can make a pouch to hold things out of it. It's what I do for my gypsy.

Also When I bought my multicolored head bands (white, blue, red, yellow) from Seamstress (I think) we opted for a little bag for them, I tie that to my belt with my extra spell packets and tie the head bands to my belt as well. I highly suggest this purchase because everyone needs their head band set, and its a convenient little pouch for carrying little things.
