Commissioning a Cloak

I am interested in having a cloak made.
I am adamant that it be a high quality cloak made with good materials.
I want a thick black cloak with a hood. (No sleeves)
Its ability to keep me warm at game in winter is the sole reason i am purchasing it.

But want to be very very clear that i will not pay for a cloak, even one that had tireless hours put into it if i am un happy with the materials, or work done.
