I saw that the July event is listed as being at Daddy Allen.  Looking at the Daddy Allen map, the four "provinces" are merely listed as II, III, IV, and V.  Is there a set location for each province or does it change?

Sort of?  Some are consistent, but others change.  The staff are working on a more permanent arrangement so players can plan ahead for decoration, etc.
