August is in Sac, so there is the large Inn Building and then bunches and bunches of tents.

There is also the Guard Barracks, the Monastery & the Mages' Guild, but those typically are inhabited by the characters that would logically stay in those buildings.

Yes.  There are numerous wooden platforms all over the camp, and during the summer months tents are secured to them.  They can each fit two comfortably, four if you don't mind being cramped.  Only downside is that they can get pretty humid inside on the really warm days.
