A Note on Higher Lists was created by Gallion (Gallion)
Higher lists are a privilege, and not a right, yet we want to make sure everyone has the opportunity to earn their higher list. Any and all attempts to learn a Higher List list must be made In-Game. If you meet the requirements for the list, and after three events of attempting to learn a list IG you are unable to do so, you may petition the Director and Atmosphere Officer by PM to learn a list.
When you PM the Director and Atmosphere officer, they will acknowledge your note, and place you on a list for consideration. Within 3 months, an NPC will be sent out to evaluate if you are worthy of learning the list. The NPC will report back to the Director and Atmosphere Officer on how the encounter went, and you will be either approved or denied access to that list. In either case, the NPC will inform you if you are worthy of learning the list or not within 3 months of your initial request, and give you a definitive answer. If the answer is "No," you may not ask for the same list again for another year, using this process. If you petition the Staff for the same list three times, and are denied each time, you may not petition for it again. Good Role-Play with your teacher is encouraged, and is vital to earning the list, or determining why you did not deserve opening the list.
If you have a list, and have not been able to learn any skills off the list for 3 months, you may follow the same procedure. Your card will be verified, and a determination will be made if it is reasonable for you to attempt to learn the skills In-Game. If there is no way you could learn them In-Game, a teacher will be sent out. Again, this is not a guarantee that you will learn the skills, only that a teacher will be made available. Again, Role-Play is paramount when dealing with the NPC teacher.
