Rules Update: Promotional Skill Updates was created by GJSchaller (GJSchaller)
The following Promotional Skills have been updated:

Archer - Rapid Fire – 3 Build
Skill (Event Based), Attack, Weapon (Ranged), Superior, Piercing
The Archer may call five shots, with no more than 5 seconds between each shot, that do double base damage only. The shots automatically hit, and must target something within 50 feet of the Archer. Each shot should be preceded by "Rapid Fire" as the damage is called.
Buccaneer – Sea Legs – 3 build
Skill (Event Based), Augment
This skill renders the buccaneer immune to any skill, spell or ability that has Condition traits of Held, Immobilized, Paralyzed, Pinned, Knocked Down, or Knocked Back. The immunity lasts for five minutes. This skill can be used in response to an attack of the sort that it offers immunity from.
Witch Hunter - Witchfinder's Zeal - 4 Build
Skill (Event Based), Positive Energy, Augment, Defense
This may be used as a defense. The Witch hunter is immune to all Mental effects from negative energy creatures and may instantly charge a use of Negative Energy Fortitude and/or Positive Energy Concetration. Any uses of Positive Energy Concentration used in conjunction with this skill adds +2 Positive damage to all attacks instead of +1 and any uses of Negative Energy Concentration confers a soak of 6 instead of the normal 5. Any Positive Energy Barriers created while under the effects of Witchfinder's Zeal will become Superior Positive Energy Barriers and deal a maximum of 800 damage to creatures that elect to bypass it. Witchfinder's Zeal lasts for the duration of the current battle.
Brute – Terrorize – 4 Build
Skill (Event Based), Augment, Concentration, Naming
By studying an opponent for 30 seconds, the Brute picks up on her weakness, both physical and social, and gains the following benefits for 30 minutes or until the battle is over, whichever lasts longer: When attacking with her fists or with a single 1 handed blunt, the Brute swings for +2 damage, gains four additional uses of the skill Break Limb, and swings Body Damage, and Bane Damage against the target. The Brute is also immune to any fear or mental effects from the target. This skill may only be used on humanoid beings capable of speech.
Assassin - Stealth Strike – 5 Build
Skill (Event Based), Attack, Superior, Piercing
This skill allows the assassin to add the Piercing trait to a single attack from the Assassin profession list. If the assassin is currently under the effects of a yellow headband ability, the attack will not end the yellow headband ability.
Dragoon – Draconic Hide - 5 Build
Skill (Event Based), Augment
The Dragoon gains +2 Soak and +50 Healable Body for the duration of one battle. This effect may be stacked with Spirit of the Dragon, and armor and racial soaks.
Swashbuckler – Deft Counter – 5 Build
Skill (Event Based), Augment
Once used, the skill Deft Counter will last for the duration of one battle. Whenever the Swashbuckler uses the skills Parry or Deflect to defend themselves from an attack they gain one use of the skill "Counter: Feint" that must be used within 10 seconds to a maximum of five times. This skill functions in every way like Feint, but may not be coupled with other lower list skills.
Bounty Hunter- Unyielding Pursuit- 4 Build
Skill (Event Based), Naming, Movement
With this skill the bounty hunter is able to select a target that will the focus of her pursuit for the next 10 minutes. If the target uses a movement ability within line of sight of the bounty hunter, she may move with the target with her ending position being 5ft away in any direction from the target. This skill will work on natural as well as "magical" forms of movement, but will not allow the bounty hunter to follow through long distance forms of travel such as Flight on Angels wings or Orange Sorcery Portals. This ability can not be defended against.
Wild Mage – Wild Mastery – 4 Build
Skill (Event Based), Arcane, Augment
The Wild Mage may choose to double all numeric values on a surge envelope released immediately after it is read. Alternatively, at any point that this skill has not been used, the wild mage may opt to refuse a surge forced by an outside source such as a marshal or the director.
Gambler - Bankroll- 5 Build
Skill (Event Based), Social
The Gambler has become so prosperous that he has a huge bankroll from previous winnings each month he has set aside for gambling purposes only. When the Gambler joins any game of chance involving the use of representative tokens, she may state "I'm using my bankroll" and gain up to 100 gold worth of tokens to play the game. Alternatively the Gambler may host a game of chance using representative tokens and upon the completion of the game pay out winners up to 100 gold. The Gambler must take the winner(s) to either Logistics or a Rules Marshal to have the gold marked onto their card and also removed from the total remaining gold the Gambler may front for the rest of the event.
Racketeer - Loan Shark - 3 Build
Skill (Event-Based), Social
This skill allows the racketeer to risk up to 200 gold pieces on loan sharking to non-descript NPCs. The racketeer must roll randomly to determine the outcome of the loans, which for the purposes of role-play will be assumed to have occurred between the previous event that the player attended as the character and the current event. The racketeer can use coin and/or money in the bank.
The chart of possible outcomes is as follows:
0: - 10 %
1-2: + 10 %
3-4: + 20 %
5-6: + 30 %
7-8: + 50 %
9: + 80 %
In the event that the racketeer loses money, she may seek to rough up the debtor if she desires, and if the Director approves the encounter. The racketeer cannot regain the money - only preserve her reputation.
Mage - Counterspell - 5 Build
Skill (Event-Based), Arcane, Defense, Naming, Piercing, Condition (Mute)
The mage can unravel any lower-list arcane energies as an enemy magic user is gathering, such as Mage spells, Wild Mage spells (but not surges), and Ballads. The mage may target the caster of the arcane effect, or its target, within 5 seconds of the spell being cast - the Counterspell automatically hits, provided it is within range (the distance the caster can throw a spell packet). The arcane effect fails, all MP, SSP, or Battle-Casting Skills being used to cast the spell are considered expended, and the original caster is Silenced for the duration of one minute. Counterspell can only be prevented by the Bard Promotional Skill "Unbreakable Voice" (You cannot Counterspell a Counterspell). The Silence is considered a Piercing Arcane effect and may defended accordingly.

Additionally, Roundhouse, Ki Strike, and Bloody Roar all have gained the Superior and Piercing trait.
If you have one of the affected skills, or have a class that has access to the affected skills (i.e. - you have Thief and Archer, and you want to drop the Thief promo to pick up the new Archer promo; or you have the Archer promo, think it stinks, and want to pick up another one), you have the option of un-learning your current Promotional skill, and then learning a new one (per the normal eligibility rules). Please see the Character Card Deputy if you wish to do this. If your skill has changed, but you wish to keep it, please make a note on your card, and the Deputy will update it between events.

To make sure I understand it correctly, Deft Counter lasts the duration of a battle, but only gives you 5 uses of Counter: Feint during that battle. Do I have this correct?
Also, Counter: Feint explicitly cannot be used with lower list skills. Can it still be coupled with attacks ("Example: Counter Feint, 10 damage")?
