What is the "normal concentration time" needed to fill an oculum? How does one fill an oculum?

Oculum
Oculus require a skill to use. This item allows the character to select one consumable item and
prepare it for use by clipping it to her character card. At any time, she may invoke the prepared
items without needing to hold them in hand and without spending the normal activation time.
Use of an oculum requires at least one free hand. This item is created by the Engineer talent,
Create Oculum .
Reload Oculum
This ability allows the character to instantly
add up to half her maximum Oculum items
into her Oculum without spending the
normal concentration time.

Adding an item to an Oculum takes five seconds.
I will release a hotfix for Oculum next time I update the Rulebook PDF: Adding an item to an Oculum takes five seconds of concentration and makes it function as Prepared. While loaded in an Oculum, items are counted as being maintained, and will not expire until used.
This will replace clipping the items to your character card, but you should still keep the item cards handy (or may write them in the buffs section.)

By "will not expire," do you mean if I were to place unsalvageable consumable items created via Improvised Creation into an oculum, they would persist between events?

No. I mean that ordinarily, Prepared abilities will expire after five minutes, but Oculum overrides that.
