I will not speak to how others must treat this murderous cult.
I have offered all the leaders I have met a chance to throw down arms and turn themselves over to the Justice of Kormyre for their crimes. They have all refused. I have no wish to waste breath or the common folk's tax coins attempting to make depraved degenerates, who play about in offal and filth while singing hymns, to see reason. I will burn them out.
I will however make the same offer of surrender and compliance to their minions. It will not be an exchange of sophistry. Once they have been deescalated and disarmed, then we can begin their penance and reeducation. I will endeavor not to repeat myself.
